Mr. Harper was born June 3, 1961 in Bartow, Florida to the late William Leaston “Dub” Harper and Barbara Vickers Harper. He was an electrician and a member of IBEW Local 508.  Mr. Harper was preceded in death by his son, Erik Harvey.
